Cindy Birley has over 25 years of experience in the employee benefits/executive compensation field. She has in-depth knowledge of the Employee Retirement Income Security Act of 1974 (ERISA) and the Internal Revenue Code. Ms. Birley’s expertise includes performing comprehensive compliance audits and reviews, designing and drafting all types of qualified, non-qualified and welfare plans, and consulting with respect to all aspects of retirement plan terminations, tax and ERISA-related issues, and mergers and acquisitions. She has extensive public sector and church plan experience.

Ms. Birley is recognized in the 2009 edition of The Best Lawyers in America in Employee Benefits Law. She is a member of the American Bar Association, the Colorado Bar Association, and the Denver Bar Association. She is also a member of the National Association of Public Pension Attorneys, the Denver Chapter of the Western Pension & Benefits Conference, and the Colorado Municipal League.

Vice President Al Gore’s National Partnership for Reinventing Government presented Ms. Birley with the Hammer Award in 2001 for her contribution to the Public Employers Compliance Strategy Team in creating the Federal-State Reference Guide.
