Davis Graham & Stubbs LLP has added five new environmental and natural resources attorneys to the firm’s Natural Resources Department. Betsy Temkin and Scott Hardt have joined the firm as partners, Michelle DeVoe and James Witwer have joined as of counsel, and Andrea Bronson has joined as an associate. All of these attorneys are admitted to practice in Colorado and handle matters throughout the West.

Ms. Temkin has over 30 years of experience in complex environmental litigation, site remediation, and transactional work. She is particularly well-known for her cleanup-related litigation work, negotiating innovative settlements, and helping clients successfully navigate environmental due diligence issues and site remediation and reuse challenges. She also has considerable experience and success on both sides of citizen suit litigation and as common counsel for PRP groups. Ms. Temkin earned her J.D. from Stanford Law School and her B.A. from Cornell University.
Mr. Hardt’s practice focuses on environmental and public land issues, environmental litigation, and mining transactions. He litigates cases and advises clients on permitting and regulatory compliance issues under federal and state environmental laws, including NEPA, CERCLA, the Clean Water Act, the Endangered Species Act, the Federal Land Policy and Management Act, the Oil Pollution Act, and the National Historic Preservation Act. Mr. Hardt received his J.D. from the University of Colorado Law School and his B.A. from the University of Colorado.
Ms. DeVoe’s practice focuses on environmental litigation, environmental and energy regulatory matters, and environmental diligence for transactional work. Michelle’s expertise includes CERCLA, litigation involving state mining laws, the Clean Water Act, the Endangered Species Act and NEPA litigation, and a variety of other state enforcement matters. Ms. DeVoe earned her J.D. from Emory University School of Law and her B.A. from the University of Kentucky.
Mr. Witwer’s practice focuses on acquiring, developing, and protecting water supplies and facilities. He advises clients on water rights acquisition, adjudication, and permitting, as well as right of way acquisition and protection for pipelines, reservoirs, treatment plants, roads, and other infrastructure needed for industrial, municipal, agricultural, and recreational water uses. Mr. Witwer received his J.D. from the University of Colorado Law School and his B.A. from Yale College.
Ms. Bronson’s practice focuses on water law issues surrounding acquiring, developing, and protecting water supplies, including water rights adjudication. She also has experience in environmental litigation, permitting, regulatory compliance, and site cleanup. Ms. Bronson earned her J.D. from the University of Denver Sturm College of Law and her B.A. from Colby College.
